Russian forces launched a large-scale overnight strike on Ukrainian energy and infrastructure sites, causing heating to be cut off in half of the buildings in the capital, Kyiv. Russia did not change its behavior. The attack, carried out by Russia after midnight on Ukrainian energy facilities, led to the disruption of heating, water, and electricity. The Russian Ministry of Defense stated that it had carried out a complex strike on energy infrastructure, military industry, weapon depots, and the logistics of Kyiv's forces, inflicting 1,240 casualties in 24 hours. Meanwhile, Deputy Foreign Minister Mariana Betsa said that 'about half of Kyiv is currently without electricity.' Ukrainian authorities reported on Tuesday that an air attack launched by Moscow on the night of Monday to Tuesday left more than 5,600 residential buildings in Kyiv without heating amid winter frosts and temperatures reaching minus 14 degrees Celsius.
