A Kremlin representative emphasized that Russia is not conducting operations that could threaten the safety of nuclear facilities in Ukraine.
"Russia respects all norms of international law, including the Hague Convention, which prohibits attacks on nuclear facilities," the Kremlin representative noted.
He also added that the speech addresses "details that may have principal significance for the situation in the world."
