The Vice Prime Minister of Ukraine, Oleg Uruslyak, stated that "We have fulfilled all our commitments under the Minsk agreements, therefore we consider it necessary to stop the war and restore peace to the territories of Donbas."

Kyiv calls for the cancellation of the text amendments that define the status of Donbas in the constitution. Additionally, Ukraine demands the establishment of a special security regime in the conflict zone and the withdrawal of armed forces.

According to Uruslyak, "Ukraine is ready for dialogue and acknowledges the importance of Russia's participation in its development, but the Kremlin must accept proposals without any additional conditions."
