Svyrydenko said via Telegram that Russian forces deliberately targeted electricity facilities essential for heating, describing it as "terrorism in the energy sector and an attempt to use winter as a weapon." Temperatures in the capital, Kyiv, fell to around ten degrees below zero on Friday.
